The grading hole-forming construction method comprises the following steps that a pile casing is buried, the inner diameter of the pile casing is larger than the designed hole diameter of a rotary excavating cast-in-place pile hole, and the upper end face of the pile casing is higher than the ground; a rotary drilling machine is used for taking soil in the pile casing to form a hole, and the hole diameter is gradually enlarged through multiple times of soil taking till the designed hole diameter is achieved; and disintegrating slag in the rotary excavating cast-in-place pile hole is cleared away. According to the grading hole-forming construction method for the rotary excavating cast-in-place pile, the requirements for the power and the torque of the rotary excavating machine can be reduced, and the equipment cost can be reduced.
