A proposal to man the Navy Royal of Great Britain and raise a nursery for sea-men; which will, 1. Save and get to Her Majesty 300000l. per Annum, or there-abouts, during this, or any other War. 2. Save and get to the Merchants, during this, or any other War, 500000l. per Annum at least, and preserve many of their Ships from perishing. 3. Gain to the Nation in general, over and above what is before mentioned, about 200000l. per Annum. No Man will be a Loser, most Men Gainers: He that hath most Land will get most; and where there is now one Sailor a Scholar, this will make Twenty. In some Cases, poor Men will be great Gainers. 4. Proceed all by Encouragement, without Violence, in the most pleasing manner, and will fill the Navy with the best of Sailors, when once it is put in Practice. 5. The longer the War continues, the better, and more Seamen it will raise, sufficient to Man all the Ships belonging to Great Britain and its Territories.
