It analyzes the factors that have enabled or hindered businesses, people, and governments to benefit from these technologies. The report also identifies the policy reforms in the information and communication technology (ICT) sector, complementary reforms, and reforms in the development community required to maximize the impact of digital technologies on growth and development.
