Zusammenfassung:“Three Classrooms” is a powerful method to promote the high-quality and balanced development of regional compulsory education. How to promote the regular and on-demand application of “Three Classrooms” in the ethnic frontier and mountainous areas? From the systematic perspective of educational reform, the author has carried out practical exploration in Cangyuan County Yunnan Province, and propose five steps to promote the large-scale application of “Three Classrooms” in the ethnic frontier and mountainous areas: to find out the background by front-end analysis and determine the system orientation; to carry out top-level design about the technical environment and application mode by strategic plan; to value practice by the advancement of the regular and on-demand application of the “Three Classrooms” entirely; to control the complexity in the application process by managing change, and eliminate the application risk by system and mechanism innovation; to implement performance evaluation based on problem-solvin
