学生资助财政资金绩效评价———基于中央专项彩票公益金学生助学项目的研究

Under the background of full implementation of performance management,it is of great practical interest to study the performance evaluation of the tinancial funds of student aid,so as to improve the budget performance management of tinancial funds and the policy system of student aid in China.Based on the new public management theory and stakeholder theory,this paper formulates the performance evaluation of student tinancial aid as a general system model.On this basis,it constructs a performance evaluation system of student tinan- cial aid,which includes six elements：fund allocation,organization management, project man- agement ,funding management,funding output and funding efticiency. It covers the economy, efficiency,effectiveness and equity of student tinancial aid. The Student Aid Program of China education development foundation? special lottery public welfare fund of the central government is a typical tinancial fund for student aid. Based on the third-party performance evalua- tion position,this paper
