Zusammenfassung:Based on the multiple -streams theory,the current article analyzes the policy agenda process of “Double First-Class” construction from three aspects: the problem stream,the policy stream,and the political stream. It is found that the gap between China's universities and world-class universities,the gap of running funds among different types of universities,and the operation feedback from “211 Project” and “985 Project” constitute the problem streams. The experience of the construction of high-level universities at home and abroad,and the common demands of the interests alliance of scholars and key universities form the policy streams. The attention paid by our government to the construction of first-class universities,the national mood,and the game between the disadvantaged and the powerful groups in higher education in the transition period constitute the political stream.
