German universities used to be the role models of modem universities, but today, they seem to have lost their former glory. To reestablish the research status and international reputation of their universities, the German government, based on the success of the previous “Excellence Initiative”, launched the “Excellence Strategy”, which is a new initiative for building world-class universities. 57 Clusters of Excellence, 10 Universities of Excellence, and 1 University Consortium have been chosen. From the “Excellence Initiative” to the “Excellence Strategy”, the main motivation is to upgrade the initiative to a strategic position regarding reestablishing the global status of German universities. By rearranging the funding lines, the eligibility criteria, and the selection mechanism, the German government is dedicated to promoting university differentiation and improving universities' governance.
