Zusammenfassung:In 2011, the World Bank officially launched an evaluation tool aimed at education systems called "Systems Approach for Better Education Results" (SABER). SABER rates the education policies of the tested countries or regions in 13 fields, including teachers, students, and educational finance mainly by means of a questionnaire. Over the past ten years since it began to be implemented, SABER has made contributions in establishing a global education policy database, in promoting the implementation of national education policies, and in increasing the utilization efficiency of education funding,as well as other areas. However, it has also many problems, including SABER's departing from the national conditions of developing countries, superficial suggestions, and limited big data mining. Shanghai's participation in SABER evaluations further proved these afore mentioned problems.
