The shaft is disposed in a state of being capable of relative rotation in the bearing hole of the sleeve, and has a main portion, a flange that is larger in diameter than the main portion, and a communicating hole that communicates with both end faces of the flange. The flange cover is disposed opposing to the lower face of the flange. The pressure loss at the communicating hole is smaller than the pressure loss at the communicating hole. |
