Financing for Development: International Redistribution

Conventionally, it is argued that there are four pillars of fiscal space for public policies: increased official development assistance (ODA), additional international or domestic borrowing, enhanced revenue collection, and improved efficiency and reprioritization of expenditures. To these, we add another way to win fiscal space, avoiding South-North transfers through the better use of reserves. Three of the five areas have an international nature.
