Because pesticides are limited resources, and their loss can result in significant social and economic costs, they should be reserved for situations where they are truly needed: as tools to subdue an unexpected pest population outbreak. Effective multi–tactic IPM programmes delay resistance (= mitigation) because the number and rates of pesticide applications will be reduced.
