Individual and human rights in tobacco control: help or hindrance?

Shaffer and colleagues (p ii19) focus on the impact of international trade agreements on tobacco control efforts and human rights, arguing that the public health community can use rights to advocate for the primacy of health over trade. Katz (p ii31), in turn, suggests that if the tobacco control community employs a greater emphasis on individual rights when formulating its policies and communications, it will have greater success in controlling environmental tobacco smoke.
