Consumers should be empowered to play a greater role in managing their energy consumption, potentially reducing their payments and supporting government commitments on emissions. Failure to facilitate this risks further consumer detriment and disengagement, and will limit the government's ability to make meaningful pledges to cut overall energy consumption.
