There also wasn't a one-to-one carry over between Saints Row and Saints Row 2 team members. Many of the Saints Row leads and team members who were ultimately staffed on Saint Row 2 were not integrally involved in Saints Row 2 's early pre-production because they were still working on Saints Row.
