The development of human resource management in quality award winning governments

Governments around the world are adopting total quality management. Despite this, little work has been done on the human resources management practices of quality-oriented governments. This article describes the human resources management practices of some of the quality award-winning governments around the world. It shows how award winners focus their HRM to facilitate and reinforce the adoption of TQM. The implementation of these practices, in turn, is having a positive impact on organizational performance. Companies are recognizing that to compete in a global economy, where rapid product development and destruction, product quality, user friendliness, and high levels of customer service are the norm, changes have to be made to the organizational structure.
