Zusammenfassung: | Governments around the world are adopting total quality management. Despite this, little work has been done on the human resources management practices of quality-oriented governments. This article describes the human resources management practices of some of the quality award-winning governments around the world. It shows how award winners focus their HRM to facilitate and reinforce the adoption of TQM. The implementation of these practices, in turn, is having a positive impact on organizational performance. Companies are recognizing that to compete in a global economy, where rapid product development and destruction, product quality, user friendliness, and high levels of customer service are the norm, changes have to be made to the organizational structure. |
