A recent article on London's Daily Telegraph highlights the key problems with these regulations. Apparently, the original study upon which the regulations were based was found to be inaccurate. Further studies by the author, Timothy Townsend, a professor at the University of Florida, indicated that the risk to health and the environment was grossly overstated, and that in fact the leachates from any decomposition of lead containing materials in landfills pose no discernable hazard.
