The court also affirmed the trial court decision awarding attorney fees of $740,000 to Surfrider Foundation. Attorney fees are awarded if litigation enforced "an important right affecting the public interest" and produced a "significant benefit" to the general public or a large class of persons, standards easily satisfied in this case.
