Zusammenfassung:Specifically, Congressman Sensenbrenner (R-WI), then Chairman of the House Judiciary Committee, asked the Commission to look at three issues: (1) the role of intellectual property in antitrust law; (2) whether U.S. antitrust enforcement should change to reflect the global economy; and (3) the role of the state attorneys general in antitrust enforcement. [...] in analyzing the competitive effects of particular conduct in such industries, enforcers should give due weight to market dynamics. * The global economy should not affect U.S. enforcement, but there should be greater cooperation among international antitrust authorities and convergence of substantive antitrust law among the nations of the world (including the possibility of a centralized pre-merger notification system); and * There should be no change in the role of the state attorneys general, but they should stick to local antitrust violations and there should be more cooperation and coordination between the federal and state enforcement agencies.
