Previously, there was the state and its taxable citizens; the state and its users. Perhaps now we are seeing a state emerging in which the citizen is the catalyst. The citizen displays responsible behaviors and participates. Perhaps the individual is becoming a coproducer and co-decider of the services of which they benefit - education, the environment, safety, ect. This design, which implies a renewal of the mission of the administration, is the subject already of practical experiments in the United Kingdom and in Germany.
