Also, the incidence of poverty has not really changed much in 20 years, despite government efforts to eradicate it. By combining Statistics Canada data on household income with stats on the actual cost of consumer goods and services in Canada, Christopher Sarlo calculated the percentage of the population that cannot afford basic necessities.
