A month after Senate passage the state's powerful Legislative Budget and Finance Committee updated its 2013 NCP analysis, concluding that a properly designed NCP program could save Pennsylvania over 90 percent - up from 80 percent - of the projected cost of required water quality nitrogen reductions, not counting the nitrogen benefits of BMPs which primarily address P or S.
