Yet slightly more than half of all students who are on courses at what is termed 'upper secondary' level in European parlance - broadly post-16 in the UK - are enrolled on vocational tracks. In short, people who take higher-level vocational courses overwhelmingly use them as a route into work - hardly surprising given that this is their original purpose.
