Zusammenfassung: | In crafting the 1996 Telecommunications Act, Congress mandated that each qualified carrier be designated as an eligible telecommunications carrier (ETC) for purposes of receiving universal service support. Under the guise of competitive neutrality, competitive ETCs (CETC) get universal service support equal to the incumbent's, based on the incumbent's costs, without the same obligations as carriers of last resort. And the additional demand for universal service support funds strains a system already laboring under its limited resources. |
