Zusammenfassung: | The definition "highly qualified teacher" differs considerably from state to state (Shakman et al., 2012), but most teacher evaluation policies shift special education's focus on educational access to a focus on equitable outcomes for students with disabilities, including performance on high-stakes assessments (Brownell, Sindelar, Kiely, & Danielson, 2010). Teacher evaluation measures are intended to improve student achievement by ensuring that the highest-quality teachers are in classrooms, and special educators should not be exempt from that objective. |
