The loss to businesses for the unauthorized use of telephone service is estimated to be $4 billion annually according to a report by the Department of Commerce. PBX fraud liability remains an unanswered question, and even though a number of cases have been ruled on by federal district courts, no precedents have yet emerged. Methods to reduce the risk of PBX fraud are included.
