Five years ago, that would have been too radical for many people in the industry. Generations were accustomed to what seemed the natural order of things - once a year your vehicles went to a [Vosa] test station, where a Vosa mechanic carried out the inspection. Even with the emergence of the informal facility of designated premises, inspections revolved around Vosa.
