Zusammenfassung:European Union is defined as a civil power by several authors. That term refers to the usage of economic instruments and diplomacy rather than military options in terms of problem-solving skills. This process suffered a standstill after the 1973 oil crisis and a recession period has experienced which is called as Eurosclerosis. Civil power is based on sociological basis, moreover it is accepted that the motivation which is necessary for the implementation of these policies is available in the social and political culture of the peoples of the European Union. However the approach of civil power is being criticized especially after September 11. In this study, it is claimed that the EU has began to lose both the norms that construct its identity and notion of being a civil power after the 2004 and 2007 enlargements.
