Zusammenfassung:This article aims at discussing the institutionalization of participation in social policies by identifying the way in which the civil society participates in social policies, as well as defining its influence on the decision making process. The analysis focuses on Social Security policy & stresses its participative features via social policy councils. The research on the Araraquara Municipal Council of Social Security (SP) also aims at showing the limits & possibilities of Social Security policies in the municipal sphere.
