Zusammenfassung:THE CURRENT POLICY SETTING OF CARICOM COMMISSION IS CHARACTERIZED BY MAJOR UNCERTAINTIES, NOT THE LEAST OF WHICH ARE THE RAPIDLY CHANGING EXTERNAL ECONOMIC RELATIONS, UNCERTAINTIES THAT MAKE IT UNTIMELY TO TRANSFER DIRECTIONAL CONTROL OF CARICOM'S NEW GROWTH PATH FROM A POLITICAL TO A BUREAUCRATIC DIMENSION. THIS ARTICLE EXPLORES WHERE THE CARIBBEAN GOES FROM HERE AND HOW THEY FIT INTO THE CHANGING ECONOMIC ORDER. THE ROOM FOR POLICY UNCERTAINTIES IS WIDENING AND THE CARIBBEAN AIMS TO BRIDGE THAT WIDENING GAP, AND TO GENERATE A PROGRAMMATIC RESPONSE THAT WILL BE FLEXIBLE, FEASIBLE AND SUSTAINABLE. THE ARTICLE EXAMINES NAFTA, THE EC AND THE LOME CONVENTION, AND THE URUGUAY ROUND.
