Zusammenfassung: | Examines the political regulatory response, on both the state & federal levels, & the societal policy debate concerning the emerging cloning technology brought to the forefront of scientific debate by the cloning of a sheep ("Dolly") in Scotland. It is argued that President Bill Clinton's executive order temporarily banning federal funding for human cloning, & recommending sweeping congressional legislation banning the practice altogether, is tantamount to mandating a prior restraint on a speculative technique under a false sense of urgency. Rather, it is contended, a cloning policy should combine private & public oversight & incorporate two other methods of cloning: twinning & embryo cell nuclear transfer. 27 References. W. Mills |
