Zusammenfassung: | Presents a study of the problem of mental retardation in a large urban community. The general approach to this problem was based upon interviews with civic leaders and others who were in a position to contribute their suggestions; compilation of all available data, augmented by surveys and studies wherever possible; a review of pertinent literature and information from sources beyond the city ; and continuous discussions with the Commission members and other qualified personnel. An important point of emphasis is that the state and private residential population comprises only about 7 per cent. This means that over 90 per cent of the mentally retarded reside within the community and are, therefore, a community responsibility. This study indicates the continuing need for planning by an objective and representative community-oriented body which is able to apply professional leadership to the innumerable facets of the problem of mental retardation and other related handicaps. Such a body would also be in a position to enlist and encourage new resources and to relate to and represent the public and private agencies in creating the continuous and flexible planning so necessary if we are to mitigate the problems of mental retardation.
