As physical therapists took on ever greater levels of responsibility in the health care system, and as they applied their skills and knowledge in more settings, their education could no longer be effective at the baccalaureate level. This reality became institutionalized in January 1997, when the Commission on Accreditation in Physical Therapy Education (CAPTE) approved new criteria, including the provision that, as of 2002, only programs at the postbaccalaureate level would be accredited. CAPTE did not specify the degree that would be preferred, nor did it specify the structure and duration of didactic and clinical education. Instead, as is appropriate for an accrediting body, CAPTE detailed what must be achieved in the educational process. In other words, CAPTE focused on outcomes .
