The article by Schwartz and colleagues in the July 18, 1985, issue* confirmed recent studies by the District of Columbia Hospital Association (DCHA) of the effects of the Medicare prospective payment system and the proposed 1986 federal budget cuts. Teaching hospitals — especially urban teaching hospitals—are clearly taking a beating at every turn in the various roads to cost containment.
For example, if the proposed federal budget cuts are implemented, DCHA data show that approximately $9 million will be lost this year to the 11 city hospitals that serve 35,000 Medicare patients. Next year, the losses to . . .
