Members of Congress rely on their legislative aides to provide detailed background analyses of pending legislative issues. A landmark survey conducted by Grupenhoff* in 1983 revealed that although such persons usually have a strong educational background, only 2 per cent of the congressional aides who deal regularly with health care policy issues have been trained in a health care profession.
