Zusammenfassung: | Under Title III of the 1973 Older Americans Act over 500 Area Agencies on Aging (AAA) have been established for the purpose of planning and coordinating services for the elderly. Critics claim the AAA's are doomed to failure because they do not control the budgets for services for the elderly.
