Zusammenfassung:The receipt of primary health care services is related to the removal of both financial and nonfinancial barriers to access and utilization. Health policy proposals tend to rely more strongly on research on financial variables rather than nonfinancial variables affecting utilization. Recommendations for initiating a systematic infrastructure and process to build the scientific database to measure and interpret nonfinancial barriers to access for primary health care are discussed.
