Zusammenfassung: | The proactive approach, which is beginning to spread throughout Quebec, is characterized as a model of intervention that decentralizes services for small local communities & creates a sense of closeness between professional intercessors & citizens. Proactive & reactive approaches are contrasted at the family, social, & community levels. Failed attempts to adopt a proactive approach made by several branches of the CLSC are discussed, & the advantages of a more moderate approach are outlined, including early & rapid intervention, the identification of at-risk clients, a lowering of the demand for reactive services, & the growth of imputability with respect to local communities. Obstacles & challenges inherent in this approach include the danger of resource exploitation, compartmentalization & bureaucracy, & value shock. 2 Figures, 29 References.
