The historical background of the project is outlined, along with its curriculum & structure, which have involved cooperation between two universities & two political jurisdictions. A preliminary evaluation of the project after one year of operation indicates that such community development training can create viable & socially useful jobs in marginal regions where previous strategies have failed.
