Zusammenfassung: | The public assistance caseload literally exploded during the late 1960s, a period of unprecedented economic prosperity and record low unemployment. We examine the reasons for this anomaly within the framework of the political economy of public organizations, with the Pennsylvania Department of Public Welfare as an example. We consider and reject various popular explanations for the growth in the caseload, as we do public statements of the Department of Public Welfare, which attributes the rise to "welfare cheating" and mismanagement. Our conclusions focus attention on redefinition of the "product" of the Department of Public Welfare and its political environment. |
