Zusammenfassung: | The article discusses relations between residential institutions for children & the authorities. A new "control regime" came into force January 1, 2004, giving responsibility for residential welfare to regional bodies set up by the Ministry of Children & Family Affairs. Privately run institutions now need government authorization & have to compete for deals with the child welfare authorities. These changes within the field of child welfare may, to some extent, be understood as part of a more comprehensive reform towards a "modern state" & as a manifestation of NPM.
