Ideology and welfare in the UK: the implications for the voluntary sector

The UK has, over recent years, moved from a 'welfare state' to a more 'market-oriented' system of welfare. But the extent of this change has varied considerably according to the ideological position of local government in different parts of the country. This makes it possible within one country to assess the implications for the voluntary sector of different models of welfare. This article develops a framework for looking at different welfare ideologies and the values they espouse, with reference both to the UK and to the models that exist in other countries. It then takes four examples of UK local authorities which demonstrate the different models and examines the implications for the voluntary sector. In doing so, it examines the prospects for the voluntary sector to deliver both service and political pluralism in the future. Le Royaume Uni est passé, ces dernières années, d'un statut d"état providence' à un système de protection sociale plus 'orienté marché'. Mais l'étendue de ce changement a varié considérablement suivant la tendance idéologique des collectivités locales à travers le pays. Il devient ainsi possible, à l'intérieur d'un même pays, d'évaluer les conséquences que ces divers modèles de protection impliquent pour le secteur bénévole. Cet article crée un cadre pour l'examen des différentes idéologies de protection sociale et des valeurs auxquelles elles se rattachent, en se référant à la fois au Royaume Uni et aux modèles existant dans d'autres pays. Il prend ainsi quatre exemples de collectivités locales du Royaume Uni pour illustrer les différents modèles, et il en étudie les conséquences pour le secteur bénévole. Ce faisant, sont examinées les possibilités offertes à l'avenir au secteur bénévole de fournir une prestation dans un environnement politique pluraliste.
