Value Conflicts and Policy Interpretation: Changes in the Case of Fisheries and Wildlife Managers in Multiple Use Agencies

Wildlife and fisheries managers have become increasingly entangled in conflict as they are required to create and implement policies that result from negotiated compromises among diverse demands. The role of values in the implementation of wildlife policy and two models of values--cultural and meaning-centered vs bureaucratic and rational--in policy implementation are examined.
