Zusammenfassung: | An examination of the regulations applicable to and duties of school heads throughout the European Union has led to attention being focused on a more topical debate in which the duties of ... administrative personnel are examined. Although the concept of authority is no longer at issue, current changes are calling into question the way in which it is exercised. (It) is required of any comparative study on administration, the chosen theme of the study needs to be rigorously defined. However, the dynamic way in which this issue is to be broached has also led the author to extend partially the scope of the field of research. In view of the diverse educational structures adopted by EU countries, it is essential to specify the subject of (this) study in such a way as to provide a common model for interpreting the regulations and duties of school administrative personnel in the 15 Member States concerned.
