The Sultan and the Bureaucracy: The Anti-Tanzimat Concepts of Grand Vizier Mahmud Nedim Pasa

Mahmud Nedim Pasa was appointed grand vizier of the Ottoman Empire in Sep 1871. During his tenure as grand vizier, Nedim tried to apply anti-Tanzimat principles that he strongly advocated. In doing so, he can be regarded as the precursor of the Hamidian era.
