BOULWARISM IS DEFINED AND DESCRIBED AND THEN THE ARTICLE ILLUSTRATES HOW REAGAN USED THIS TECHNIQUE DURING HIS PRESIDENCY. IT THEN BRIEFLY EXPLORES THE DUKAKIS, DUNLOP, AND BUSH'S USE OF BARGAINING AN AN IMMENSELY POWERFUL SOCIAL TOOL.
