A MORE EQUITABLE DISTRIBUTION OF SALARY ADJUSTMENT FOUNDED UPON COMPETITIVE PHILOSOPHY 4. A CONTINUAL INVOLVEMENT OF EMPLOYEES IN THE FORMULATION AND OPERATION OF EMPLOYMENT STANDARDS 5. AN IMPROVED BASIS ON WHICH TO CARRY OUT SUCH ADMINISTRATIVE MATTERS AS PROMOTIONS, DISMISSALS, AND TRANSFERS. CERTAIN GUIDELINES MUST BE EMPLOYED SUCH AS - 1. EMPLOYEES AND DEPARTMENT HEADS MUST BE FULLY INFORMED ABOUT THE THEORY AND USE OF THE PROGRAM. 2. RATERS MUST BE ADEQUATELY TRAINED AT THEIR RATING FUNCTION. 3. RATINGS MUST BE CARRIED OUT ON A REGULAR BASIS. 4. THERE MUST EXIST NECESSARY FEEDBACK. 5. THE PROGRAM MUST BE SIMPLE AND FLEXIBLE. CHARTS.
