In this paper the author describes the failure of public and private programs and discusses the various proposals for restructuring the health care “nonsystem” so that universal health insurance can be implemented. Basic criteria for a good health care system include universal coverage, comprehensive benefits, quality and cost controls, and built-in democratic controls.
