Zusammenfassung:India's dilemma is that her problems are many & her resources are scarce, but her sci capability is of the highest, for she has a large number of highly trained, competent sci'ts. The early sci'fic development of India is described, followed by a discussion of sci since independence. During the past 20 yrs or so, India has witnessed a great resurgence of sci, not only due to the expansion of her U's but also the activities of several agencies in addition to the Council of Sci'fic & Industr Res (CSIR) & Dept of Atomic Energy (DAE) & several res establishments. Nehru's sci policy is then described, & its aims. Constraints on the growth of sci in India are detailed, & its haphazard growth. How sci is admin'ed in India is then shown. Today sci in India is largely gov'al sci admin'ed by the gov, either directly or through one or the other of its agencies. COMM between sci'ts & the gov is poor. While the academy should form an effective means of COMM, at the moment it does not. It is doubtful whether the gov has in the past sought advice of a group of sci'ts in the context of the over-all development of sci in the country or the role of sci in nat'l development. It is felt that what is needed is a small, permanent body of eminent sci'ts committed to the positive role of sci in nation building. In India the role of sci'ts in the formulation of gov policies is marginal. The gap between sci & admin is discussed. E. Weiman.
