Zusammenfassung: | The Soviet people constitute a historical community of a new type, which has developed as a result of the elimination of class exploitation & class antagonisms in the USSR. This development was not a smooth ascent. The non-Russian peoples who became part of the USSR had diff levels of econ & cultural development & it was necessary for them to reach certain minimum levels before they could have a community of pol'al, econ & cultural interests. This was achieved with the help of Soviet nat'l policy. In the process of the construction of socialism in the USSR, a SC & an inter-nat'l community of people has arien, based on the cooperation of all classes, soc groups, nations, & nat'lities.
