Zusammenfassung: | Using 1974 and 1978 EEOC and American State Administrator Project data, trends in female and minority representation in state agency leadership positions are identified. The analysis suggests that women and minorities are not as well represented among leadership positions as salary comparisons alone would suggest. Moreover, their progress since the passage of the EEO act has been stow, and their representation varies by functional area. Minorities and women differ only slightly from white male leaders in education and experience, but they follow somewhat different routes to leadership positions than do white males. |
